RE: Fill Empty Homes removal?

So, big question time. I don't do the story or scenario things. But, I do like having all the home eventually fill up with randoms. Am I now poop-out-of-luck? Seems like a bad move to me. Or is the option just relocated/retitled?

    I finally found the Move In / Move Out options. It took about 10 minutes, and the reason being that I don't play scenarios/stories. I didn't know where to look. Their location just isn't intuitive overall.
