I can understand the 'business' point of view cuz most things in business is like this in real life. Just like how businesses pay companies to place ads to get viewers to buy their stuff.
But the only concerning thing here is that the CC/mod makers most likely not earn any or much from getting people to download the stuff so they don't get anything from paying to be promoted.
