Just like vampires, witches can be created in CAS, born in the game, or turned by already existing witches. Witch-ever way you create them, they won't have any powers at first. You have to actively make them learn powers by practicing magic, reading tomes, or being taught by other witches. They can learn to use a broom or teleportation as a fast travel method, cast magic with wands or out of their hands, and have familiars follow them around, but whether or not they do any of that is all up to you.
They don't have an alternate/dark form, their needs are the same as a non-occult sim's, and even a born witch is never forced to learn or use powers. Unlike vampires, they also don't come knocking on your door at night, and even if they do, chances are you'll never know they're witches in the first place because they don't use magic on public lots outside the Realm of Magic. So based on how you described your preferences, I think it's safe to say that witches wouldn't get in your way at all. You play with magic in households where you want it, and all your other households will not be affected by it.
