Is there a way to increase the rent price?

I was watching a Game Changer and I think they said the rent is only paid out once a week, on a Wednesday. So, your earnings will be for the previous week, like a real-life paycheck. You also have that pesky $50 fee, so you have to take that into account too when charging.
What is the $50 fee for? And is it the tenant that pays it, or the owner? And is it for each unit?
