Rental Lot type??? Can someone explain..

So as I was playing trying to get lots in the new world New Crest I as I scrolled down in the gallery for lot type I see rental, Has anyone ever saw this or is it Im just late. If so how does it work? I could put an apartment in.

    It can't be the mods because I don't have any mods but I still see the rental option on some lots in Newcrest

    But it's only in Newcrest
    (actually I haven't checked everwhere but so far I can only see the rental option in Newcrest)

    That would seem to be a bug. The lot type works only on rental worlds.
