Rental options?

I know Sulani isn't a vacation world but I placed a lot in Sulani and tagged it rental. I sent a family there and placed them on the lot they all went swimming but when I tried to enter the house it wouldn't open or let my sims in. the down and up buttons are grayed out. I decide to try to tag the lot as residential but that didn't work either. Has anyone else have this happen to them? I have seen post where others have sent their sims there and lived in another world.
