For anyone experiencing this issue I stumbled upon a solution that works about 75 percent of the time. Build an office and lock the door for anyone but employees and played sims. Make sure the cash register is in that room. The employee assigned to ring up customers will stand in that room and stare at a wall until someone is ready to check out.
A couple of things though...
1) They will ring people up out of order and cost you sales. Generally they choose the closest person
2) You can only assign one person to ring up customers otherwise they will socialize among themselves.
3) They will occasionally lose their task but it is easy to tell because they start playing with their phone.
4) Sometimes if another townie or NPC gets in their way they will just stand there instead of ringing someone up so try to spread out your store to cut down on congested areas.
4) As I mentioned it is 75 percent not 100. You will still need to step in and ring people up occasionally. Especially if you get 4 or 5 back to back.
It is not a perfect solution but it beats 100 percent failure which is what happens if the register is among the customers.
