Are the adult Sims getting a romantic relationship bar with underaged Sims? Are they able to say things from the romance menu? Or is the Sim's overall mood just flirty. Just because a Sim feels flirty and is talking to a child, doesn't mean they are flirting with the child. If they are actually getting a romantic relationship that bug needs to be reported.
