I remember sometime ago when I went to place an already built Residential with full landscaping on an empty lot from the Library and it did let me rotate it before I placed it. Now with the house that I made for a new Sim where I noticed after the fact that it was facing the wrong way, it wouldn't let me rotate the whole thing.
This is why I think it would be great that all lots had a directional facing aspect so you know where to put the front door.
