I don't care about running away, but taking their phones away would be a good addition. Until they get it back, the phone in their inventory screen could have a red line through it and if you try to use it you get a pop up saying that your sim is being punished and can't use their phone. Then you could have a "plead for phone" action with the parent to get it back.
