I think the scale of the areas looks off - I don't think the rink/surroundings would fit in the park - but there also some key differences:
1) There's a building in the back of the first picture that isn't in the second picture
2) The public bathroom in the second picture isn't visible in the first one
3) The trees and streetlights are different in picture one vs picture two
I could be wrong about the scale but I don't think it makes any sense for a public bathroom and trees and fences to change between seasons. I don't think this is the same area, just the same decor boat in the background.
