Scholarship amounts (mainly location based)

Does anyone know the rules for skill-based scholarships? How many points do you need to get one? The option came up when I was playing with my supernatural sims who I had been playing with aging off for a while to bump up their skills, and they were all offered the chance to apply for at least one skill-based scholarship. I gave up on them for various reasons but when I started again with a new sim I played as a teen then sent to university, the only skill-based scholarship she was offered was the one for the sports team, even though she had good writing skills, good painting skills and later on good charisma and research skills.
