Scholarship application not showing up...

I am finally playing my main save again and starting with getting one of my Sims into University and she just got accepted and will be enrolling soon. But I did notice that she has NO WAY of getting scholarship application. It just doesn't appear for her at all. In all my testing, with about 3 households in two saves all of those Sims have been able to apply even at the same time as applying to University. After the application goes through, they can apply for scholarships but this lady don't even get a greyed out 'apply for scholarship' tab. All she gets is 'Review Scholarship Info Packet' tab.

Now. She does not NEED scholarships. The reason I want her to apply is just to see what kind of scholarships she would be eligible for and if she could get them and this is one of my no money cheat households so every little bit does help. For instance I am tacking the Frugal trait on everyone eligible.

Now, could it be that her household has a good sizable reserve cash? It's about 38.000 simoleons and they are living in Courtyard Lane in Willow Creek in a nice two story building with a greenhouse in the backyard. It is a downsize from where they lived before; in Windenburg in one of the big mansions but this family had to move because, well. They would never have been able to afford the bills of that big house with only one income--the husband is dead and the oldest child, who is the only one working and only in the lower ladders of her career which means just about no income that would cover the bills. Which is why the mother is going to University so she can get a high paying job after University.

So, is it the richness of the household that prevents her to apply for scholarships? And what about if she would move out? I was first going to have her and the youngest move into the little house in Gibbs Hill (just for the living near University experience); splitting the household and giving her a sizable amount of the 38 thousand to buy the house, leaving the two daughters at home, then moving back in after University. But I've decided to just have her go to Uni from home. I decided that before noticing the scholarship thing but would moving out change anything?

I am just wondering for the future when enrolling other Sims from my more affluent households.

    Rich adults and elders aren't likely to have any scholarships they can apply for.

    Adults and Elders are not eligible for most scholarships, as you can see if you read the Scholarship Info Packet. I think they are eligible for the needs-based scholarships but your Sim apparently has too much money for that. I don't know whether they can apply for the Sports or E-Sports scholarships but those require skill in Fitness or Video Gaming.

    Distinguished scholarships are awarded automatically, so you can't apply for them.
