Do you think these will be available in all neighborhoods and do you think there will be the option for private school now? Remember private school and away school? I miss it.

I am pretty sure it is just a rule for the new world. It would be an interesting hint at private schools later, but it also just makes sense where it is based on Japan.
I do think you can wear it manually in other worlds, though.
