Do you have Wants & Fears enabled? Does she have a moodlet saying she's not happy/is angry because of wants not being fulfilled?
If so, she won't do what she's told until you complete one of her wants. I usually have a sim complete "listen to a favorite music" want to get rid of the angry moodlet, and then they'll do what you queue.
