Sims 4 in HQ mode?

I have heard you can change Sims 4 to start in HQ mode, so you can create you own mods with higher res textures?  Obviously this depends on how powerful your CPU and Graphics card are. How do you make the adjustments for Sims 4 to start in HQ mode?

I believe you can use the HQ mod. I think it’s on mod the sims website.

There is no HQ mode? You could download default replacements with better textures but there is no higher quality mode in the game with better textures.
