My mermaid sim drags the other target sim under the water at the end of the animation Siren's Call, you have to wait for the sim that your mermaid's calling to reach them, then I hit them with Call Ocean Threat, I did this for a solid 24 hours, probably completed at least a dozen sequences prob more, although the target sim was totally tired, unhappy and stinky, they did not die, they simply ignored her at the end and went to the beach and teleported away. Totally ruined my storyline :(
