I am having not the same but a similar issue where a Sim in a household is at home while everyone else is either or both at work and school. When the Sim at home decides to travel off lot, to say, a community lot, it causes the Sim(s) at work and or at school to come home. Not travel with said Sim, they just end up being at home. Have repaired game several times and taken out mods folder.
