Snow not sticking to ground during any season but winter during blizzard

I've twice created a blizzard with the weather machine during Spring and Fall and both times it didn't stick. Is this normal or could it be a bug? Tried Willowcreek and Newcrest.

it seems snow can only stick to the ground when you are in winter season and in a world that is considered to have cold winters.
had heavy snowfall and freezing temperature 4 day in a row during autumn and nothing did stick to the ground but even without snow during autumn a light snowfall during winter season is enough to make the ground all white in no time.
