I thought it was just general etiquette not to steal someone's creation and claim it as your own. I do think some people including those who don't speak the creators language or those who are young may fall into the trap of "Omg this creation is so cool I want to share it with everyone" and forget or do not realise they should give credit I do genuinely believe some people do have innocent intentions. I have seen original creations which state not to reupload and people modify the original and reupload. Some creators give permission to modify and reupload with credit.
There's also people who will take a lot from off site say TSR and claim as their own.
If a person has an innocent intention and takes the creation down after a polite private message I don't see the need for flame. But if that request is ignored then people should be called out for their stealing. People spend a long time perfecting their builds for us to enjoy in our games. I would be gutted if it was me.
