Surfer frogs super rare?

I have a sim who I decided to actually try to complete the whole frog collection with and...it's freaky, but I have ALL frogs, except absolutely none of the Surfer frog tier. As in 0, which means I ...

Didn't find any yet. I hope you can breed the last two. I'm having fun searching for them though. :lol:
