Talk like a pirate day

Is it possible to make this holiday on my own? I can't see it in the calendar drop-down.

I wish we could have free reign to place the surprise holidays down anytime we chose; Talk Like A Pirate Day was a very entertaining holiday for me! Now if only a modder could make this happen...
