Teachers portfolio gone and cannot purchase

My teachers portfolio is gone from his inventory. I tried to purchase one twice, and although it takes my money no portfolio shows up in the inventory, it is not in the household inventory either. Is this a bug with the new patch? If so, can anyone share the link where to report it.
