It is available for community lots, though, meaning you might add the research machine to e.g. a library.

No, go to the library to use it. Add it to a bar or a café if that feels better.
I meant I want to unlock it in buy mode so that I can purchase it without cheat any time as my sim is already the senior member of the debate guild. I can use it in student commons and library any time. There's no problem.
