See I feel the exact opposite to you, I do NOT want horses running around randomly all over the streets in San Myshuno or Del Sol Valley or anywhere else they don't make any sense. I am hoping that if horses are included that they are confined to rural settings where they make logical sense or it just destroys my game play.
It seems like the happy medium here would be to treat it like cats & dogs, where you can own one anywhere if you choose, but they only roam free in one specific world.
ETA: this actually gives me an interesting idea... if we don't get horses in this pack, but they come later in a separate pack, it would be really cool to get maybe a game pack based on something like Chincoteague Island (with swimmable water, of course!), or... if we want something non-American, maybe we could get that Spanish pack some people have asked for and have something based partly on Galicia. In other words, something based on a scenic destination in the real world that is known for having wild horses. Those are just the two I'm aware of, I'm sure there are probably other places in the world.
