The best thing I have learned to do is to have a Sim serve a meal and then call the family to the meal. Toddlers, surprisingly, are able to grab a serving from the countertop and then they will either eat there on the floor, or what I like to do is either provide a bench in the kitchen, or have a couple of dining chairs against the wall in the dining room, so that the toddler can be a part of the family when they dine.
Yes, it can be infuriating when the adults or even teen Sims (whom I find actually are better 'parents') won't take care of the wee one's needs. I often wonder just what are they 'checking' when they 'check the toddler'. Are they seeing if they have needs, or just making sure they aren't destroying the place?
I still love these toddlers far better than even the ones in Sims2. There isn't even a contest with the ones in Sims3. They were dumbed down so far they weren't even a fun age level to play. :open_mouth:
