As for deleting a programmed character that might be an issue as they are not homeless sims generated by the game - in fact he is the most major of the Vamps for the pack - and you might have issues with your game if you do that. My niece and her friend both got their games corrupted by deleteing the three resident Vampires even though tons of people tell players to - it is not recommended when a character is in the actual programming as the game is programmed to tell that sims to do various things and when it is not there it can create conflict in the IA and do anything from corrupt the saves related to that game to creating lag when the game starts searching for the sim it has to control to do things. It is a different matter removing just game generated Sims in this game. If you want them gone they need to die to keep things like that from happening. From my understanding he may be respawn eventually but not sure when or if this is a fact as the devs were not clear on that - but usually programming needs the subject control it is programmed for or it creates serious issues.
In past sims games it created corrupt files, and saves, and created freezing and lag.
Did they report this as a bug? I know what you're probably going to tell me about the programming and everything, but I would bug report something like that and see if they can get QA to look at the save file.
Deleting a few premades causing major save corruption is a pretty big deal. And if that were something that is consistently going to occur, you would think they'd put in a "can't be deleted" clause for those Vampires. So either they totally missed the issues it could cause and didn't expect people to delete the premades, or it's a big ole' bug.
Sims 1, 2 and 3 are like that too for certain sims. Sims 2 it's the vamps, the Grim, Social Bunny, Psychiatrist and old Mrs. Crumplebottom.
It is not a bug though - it is the way AI works when a special character plays a programmed role in any game - the game sees that character and issues certain things they are supposed to do. If you have removed that character the game AI does not recognize that as it's files are still alive and well in the games data files - as you do not kill their files unless that character dies in the game. you would need a program to tell the AI the character is no longer there if they have not died in the game. The dying is the kill switch for that character that stops it's programming. Removing it just removes the ability for the character to do as the AI tells it to so then the AI tries to fix the issue as it thinks the character is stuck somewhere and in it's zeal to get the program to respond starts searching for the character, When the AI is searching a game can lag seriously or freeze or even crash the game - among many other things. Part of the lag of Sims 3 was due to characters getting stuck in the game due to bad routing - so the AI just kept trying to find a solution to make them do what it was programmed to do. Those were just minor Sims compared to The three Vamps this GP is built around.
Most Simmers know not to delete major characters. It has always been an issue with any game that uses a strong AI (Artificial Intelligence in case you are wondering.) The ones you can delete are the townies the game generates to fill jobs or provide walk bys to make the towns look lively- but deleting a programmed character like Vllad would be akin to deleting a boss in WOW or any of those kind of games.
It's not a bug though- it's working as AI does. Well unless the changed the way AI works - Sims has always worked this way. People were forever deleting sims then wondering why their games played so badly. I never have game issues because I know the way programming works with AI. They did improve it a ton for Sims 4 - but that is a programmed special character for the pack.

There is tons of info on this in Sims Wiki - it's always been a fact. At least in Sims 4 they gave people a way to delete the Sims without destroying your saves - but as far as I know it's a different story when it comes to the "Special characters" - the Grim is also one of those special characters. But you can't just delete even the other sims without creating a problem and corruption to save files. This is not new knowledge at all about the Sims though.
