I've also had this happen in the apartments at City Living and I agree, it's absolutely infuriating - especially when they start helping themselves to your food or talking to your sims and distracting them when they're meant to be doing other things. I found that restarting my game fixed it, but I'd be keen to find out if there's a quicker solution!
