The bloodline trait is not exclusive to spellcasters. Sims get this if their parent is a spellcasters but they don't have to be a spellcaster themself. I have had mixed couples of spellcasters and normal sims and spellcasters married to werewolves. The bloodline trait always show up all children of spellcasters born in the game no matter what the occult type of the child is.
The way it works is that offspring of a spellcasters gets a better bloodline. A spellcaster without a bloodline has children with a weak bloodline. A spellcaster with weak bloodline will have children with the strong bloodline. A strong bloodline spellcasters gives children with the ancient bloodline. If a sim with a bloodline who is not a spellcaster has a child it get a lower level of bloodline. What matters is their occult state at the time of giving birth. So if you have a non-spellcasters with a weak bloodline you can turn them into a spellcaster through gameplay they will produce offspring with a strong bloodline. If you turn a spellcaster into a normal Sim and they have a child their child will have a lower level bloodline.
This only applies to babies born in the game, not children created in CAS.
