Strange. I play our household with two vampires and a werewolf (sometimes they are even three vampires and two werewolves) everyday for almost a year and a half and they never made a fuss.
Sometimes other werewolves and vampires join them. I never had this happen.
We even have a very happy vampire/werewolf couple.
That was my first experience as well with a teen wolf and a teen vamp. Slight hostility, but it was easy to overcome and the romance bloomed quickly even without Werewolf diplomacy. I thought they had changed something, or maybe my young adults are just more stubborn. I'll just have to keep trying, thanks for the reply. :)

I have an Occult Short Lifespan Legacy challenge going on where each generation heir (occult) has to have the next heir baby with another occult of another type etc, and the second generation was a werewolf heir romancing Caleb Vatore. I have autonomy on, but had no overwhelming issues at all. Later on as Caleb moved in and Lilith became a relative, I even introduced them to Lily Zhu since they're cousins, and although that was a bit tricksier, it worked out eventually. I do remember using the 'fix the relationship' conflict resolution style a few times, too.
As for general befriending in difficult situations, try cloudwatching or starwatching together, that raises friendship quite a bit without them doing or saying anything risky. Also if you have the high school pack, the social bunny messaging is the new photography in the terms of raising friendship level fast. Anything that has sims doing stuff together but not talking might work out too, sand castles, snow stuffs, maybe bowling, fishing together, hiking together, juice pong?
Also if they have high enough charisma, you can do 'smooth apology' when something goes wrong, it fixes the damage somewhat, and sometimes gets rid of the bad sentiments, too.
That 'fix the relationship' seems to be having fun with me. After doing nothing more than giving me a text bubble over and over, suddenly the Vampire Sim in question goes and actually talks to the Werewolf, giving me some positive development. Seems this is my best bet for the moment. Thanks!
Didn't know about the charisma apology, but it's another door for me. That's what I get for ignoring that skill.
Appreciate all the answers, this has gone on for about 40 Simdays and was driving me nuts.
