That's the reward for keeping the floor pristine. An alternative reward should be sought otherwise the kit is not worth the money.
I don't own Bust the Dust, but I do not think the buff itself is a bad idea, rather the implementation is wrong. I think that it would have been better to have players click on a pristine floor or counter and have their Sims examine it to become temporarily inspired. That way players who want the buff for their Sims can get it, and those that do not can avoid it.
