I think how broken it is does sometimes depend on personal set up. I have more success with particular venues than others, how much space is around, how many guests are there etc. Some weddings have actually gone really well, but others... not so good. A big, spacious venue is more likely to succeed than a small cluttered one.
In the wedding I had last night, for instance, it was a little lacking on space and I found that some of the guests were tending to crowd the wedding arch instead of sitting down. The guests all threw rice over the couple successfully, the cake cutting and serving of food went very well, the first dance went very well too. But then slow dancing with other sims, they kept running off to get outside the fence (room size problem). I didn't do a bouquet toss or speeches because I thought there would probably be trouble with lack of space for those. Also, a previous wedding I had, I nominated the sims dad to be the officiant but he didn't do anything. I don't know if that is a common problem as I haven't tried using an officiant before or since.
