I think that part is intentional: It's part of the whole "very friendly neighbors" in Sulani. If you live on that island you probably don't have enough of them to just drop in on you, so the game makes up some townies. I had it too when I threw my party last night, and my Sim live in the sandy lot across the water from "you". She only knew 3 ppl, so the game invented three townies to come and crash the party.
