I think that part is intentional: It's part of the whole "very friendly neighbors" in Sulani. If you live on that island you probably don't have enough of them to just drop in on you, so the game makes up some townies. I had it too when I threw my party last night, and my Sim live in the sandy lot across the water from "you". She only knew 3 ppl, so the game invented three townies to come and crash the party.

Yeah I am convinced that the OP has a bug: People are not supposed to spawn inside the house. BUT the second half of the problem is that the game seems to have a rule to only allow Island Living townies in Island Living, so even if you have 100 homeless ("Not In World") Sims that are unemployed, it generates new ones that has Oceanic names and looks.
