What happened to restaurants? Host seems stuck

I love the restaurants and visit them regularly. Recently many of them have not been functional, and it looks like there are double set of waiters not really having anything to do, and the host might be stuck outside the entrance. Nothing physically blocking him/her, just not heading for the host podium. So, no guests are served, and everything is just a chaos.

Is this happening to others than me? I think it worked less than a month ago. There is an owner who I don't really play. Would it help if he sells the restaurant to become generic/community owned?
