What Lot Type Should My Skate Ring Be?

Park probably. Generic lots don't see a lot of townie sims, at least in my experience - otherwise, I'd say go with Generic. We need more lot types! lol

I usually us generic but I think that Park will work just as well.

I'm not sure if sims will autonomously use the skate rink in any lot type (maybe check if they do?). I voted for a restaurant because it could be fun as a date location. Sims get dine out invites fairly often which would boost the opportunities to visit the lot. As far as I know generic lots don't get any visitors and that's why I wouldn't pick it.

No idea about public lots, but my family uses their own backyard one on their residential lot autonomously all the time

Park seems like the obvious choice, but you could make a Chuck e Cheese styled one with a skating
Just make sure to only bake pizza and not reuse it

Yes sims use autonomously the ones that appear in the world, the problem is with the public lots. I just tested gym, karaoke bar, bar and night club, none of these worked.
