When do you start playing a new sim?

In my current legacy game, I usually start playing with a new sim when she or he turns into a young adult and moves out. Although I make sure that all children of the family have different interests and skills, I tend to focus on one particular sim already when they are teenagers, because I know pretty early on, which sim will suit the storyline I want to follow next.
