More folks these days have been thinking proposing in public, especially with the focus of many others on the proposal, being in rather poor taste. It puts too much pressure on the proposed to give a favourable response. I agree.
That being said, I had this very thing in mind when I decided my current sim needed to seal the deal. So I chose the privacy of home for the event.
I rather like that proposals are largely influenced by the friendship between the two sims, as opposed to just the romantic. It gives emphasis that marriage should be between those who love each other, not just be in love. Follow the heart, not the hormones.
So, yeah. Keep the proposal between just the two that it is relevant to. The setting can matter, but it really is more the moment that matters more.
What might be fun is the ability to have a public ceremony after your sims have already eloped. Create the bond in private, and then when circumstances are better for friends and family, give them a ceremony to enjoy. Perhaps a "Recreate Vows" option for the wedding arch? Would even be good for that special anniversary such as when the two sims are reaching the later years.
