I am a late starter to Sims 4, started when they announced L&D, so I don't have too many packs anyway (and I mostly wait for sales). What I think I can't live without is L&D, CL, RoM, S, CC and P and I'd still really want to keep SE, V, W, JA, and HCH. As for the rest:
I'd live without Outdoor Retreat, I bought for insects and Herbalism and both disappointed a bit. Insects stuck to one vacation world, with a generic thumbnail for all of them in inventory so I have to hover to see which, and Herbalism bugs out when making/spawns on ground. Plus EbN's Apothecary skill looks to blow Herbalism out of the water.
I probably live without Get to Work and Dine Out, as I haven't gotten around to making a restaurant and I heard it would be buggy anyways. Plus Get to Work seems like it should have been in Base Game and B&H might have done business' better.
Cool Kitchen, I thought I'd enjoy more since they idea of ice cream combos sounded fun but I didn't end up using much. I ended up liking Home Chef Hustle instead as it was more apart of the cooking steps combined with Cottage Living's "Simple Living", it just added complexity or challenge to cooking/baking/gourmet cooking/canning.
I only just got Lovestruck/Get Together so I cannot say yet if they are must haves for me yet, but probably not since I mostly bough because on sale and to try something different/out of my usual playstyle.
Do note I play a very specific playstyle and I do not play families often and don't play with babies/toddlers/children/teens. So many packs that focus on families, children, etc. I can easily never buy and be fine.
