Which lots spawn vendors for (food) stalls?

@KestrelDC is talking about stalls in neighborhood terrain (not on a lot) which do always spawn vendors.
I have had trouble getting vendors to spawn in community spaces when there are already stalls with vendors in the neighborhood terrain. I'm not sure if it runs up against the total sim count allowed in the area at one time, or if there's a cap on total vendors at one time, or what. This was in San Myshuno.
