Luckily it is possible to hire a vendor for the cottage living stalls on lots that are not eco lifestyle community lots. So I guess I will make a park and just hire vendors when I need them. The benefit of a park is that I can hire up to 8 vendors, compared to only 3 on a community space.

Here I hired vendors for 100§ each. A regular vendor shows up for the cottage living ones.
That's a bummer! Thank you for confirming. I do a combination of things--I have the non Cottage Living stalls up on Community Spaces but I place the CL Grocer stall on other community lots. For example, if I have a farm-to-table restaurant or a grocery "store" somewhere, I often place one of these stalls. It acts as a way for me to play realistically and also allows me to "tax" my sims who garden. Even though they spend $100 on hiring the vendor they almost always make it up and then some by selling their produce.
