I'm thinking it's probably just a townie outfit. Sims wearing these uniforms would show up on the town in certain locations. I miss private schools, but don't think they're coming right now.

It's true.. but I wouldn't say school uniforms are uniquely East Asian by any means. So to me it's interesting that they chose this pack to include townies with school uniforms, assuming that's what they are.

They chose this EP because the world is supposed to be Japanese and in Japan all students wear uniforms like these. It's the first thing they made me think of.

It looks like a school uniform. The skirts look a bit like a kilt to me. You do see school girls wearing similar uniform in the uk and I know other countries wear similar uniforms. To me they look like teenagers in school uniform. My primary school uniform was nearly identical to this except we mainly wore a jumper and not a cardigan and we had to wear a kilt not a skirt with a tartan pattern.

My first thought was school uniform, too. Don't forget some high schools use them. And teens are as tall as YAs in game.
