Yes, the logic of this kills me! The only thing I can think of, for excuse of no firefighters, is that we "have the water sprinklers", so it's not "deemed necessary". :/

Just like when I first heard we would have hospitals in GT (long while ago).
I had foolishly hoped we'd be able to visit them for things like injuries, burns, sickness, etc. :s
But nope, it's only for career, and giving birth...
(and aesthetically, to me, just as bad as the rabbit holes in Sims 3,
because we don't get to see the place & go.Nope,
