The Sims, as in, the base game, is for everyone. The expansions are to add to that, offer different angles and content so everyone can make the game into what they want it to be. Since we all have different things we're looking for in the worlds we create within The Sims, it stands to reason that not every additional pack will suit every single player, that's simply not possible.
It's ultimately up to you to decide which packs add to your game and which to stay away from. The game caters to a variety of players so it's going to have things you want that others don't, and things others want that you don't. That's the great thing about packs: you don't have to buy them all. I hope you'll eventually get the things you would like in the game. It's just wise to acknowledge that maybe not *every* pack is going to be from your wishlist and that people who do want other things deserve them just as much as everyone.
