The only time they seem to put any effort into character backstories is when its for promotional sims, but even then it's normally filled with a lot of fluff and flavor text for content that isn't actually in the game.
One example, Discover University. Becca Clarke and Julia Wright, in the Best of Friends household at Britechester. They've apparently been friends since kindergarten. I didn't play them at Uni, but had Julia move in with my sim in Sulani (he met her while he was working on his degree). She didn't know anyone except my sim. No Becca Clarke in her relationship panel.
I don't know if they just wrote up something quick and easy just to give them some backstory, then didn't bother to add the friendship. Maybe they think its up to the player? Doesn't make sense in any way.
Its funny they did this better in 2004.
This applies to most premade Sims. They give them colorful bio’s that don’t fit once you start playing them. I think it’s really annoying at this point; they clearly know these Sims won’t reach the level of individualism they strive to describe in the bio but they still waste so much time crafting a “backstory” that has zero impact on gameplay or the Sim
