Why won't father winter give gifts to toddlers?
I'm just really confused. Of all the sims in the game to not give gifts to, the little ones? Its weird that they can ask for presents and never get one and so they always have terrible holidays!

Maybe - they perhaps need to max their language skills - that might help.
I think they can talk at Level 4 -- before that they just babble. Traits may have an impact too -- many of the traits give the Stranger Danger moodlet when a toddler is around unknown Sims (I know Charmer doesn't). Since Sims have to ask for a present, the combination of the two might make it difficult to talk to Father Winter.
