If you are asking if there ever may be more lots in the neighborhoods of each world, my answer is maybe. I don't know if it is even possible to do this. TS3 gave us a patch that allowed us to place lots in empty-ish areas. I don't know enough about coding to know how difficult that would be the way the current neighborhoods are designed.
