I honestly can see it being both but I like it where it is

What good is an expansion if you have to have other expansions to make it enjoyable?? Don’t even bother answering that question it’s rhetorical.
I'm going to answer anyway, because I find the idea of someone only using the interactions and activities that came with a specific pack in a specific world... interesting.
Am I to understand you never threw a birthday party in Windenburg, since that interaction didn't come with that pack? Or go to the gym? Or never painted or wrote a book in San Myshuno?
