Would you rather have World Packs instead of Stuff Packs?

I was thinking about it today, and i personally would be more interested in buying a World Pack that comes with a well-designed world + themed objects than having SPs. I want CAW, but i would welcome ...

If they had World Packs with worlds that have nothing but empty lots of various sizes in them, sure (I'd pay $5-$10 for another Newcrest). World Packs with pre-made sims and pre-built houses taking up all of the choice lots...no thank you.
