Your Friendly Neighborhood N.A.P. Guide
So Knox Greenburg's just come by and told you all about N.A.P.s. He's told you about voting, when to vote, and even done you the kindness of influencing you on what to vote for!

Now you're just getting all settled in and things are great, but... Lemme ask ya somethin'...
Are your Sims obsessed with baking cakes? Maybe they're breaking into spontaneous fights when you're just trying to have a nice breakfast with your estranged cousin from Forgotten Hollow. Or, worse yet, the oh-so welcoming Welcome Wagon not only gifted you a delicious fruitcake, but they've also done you the favor of picking your brand new home clean of all it's furniture!
You know what you got, pal? Sounds to me like you got yourself a N.A.P. problem! But before you rage-quit and uninstall the expansion pack you just paid full price for, take a look through the following guide and see if it can help you -- or at least point you in the right direction. And if I can't quite cover what's ailing you, please feel free to ask. I'll do my best to help!
To start this guide off right, we're going to plop a brand new Sim down into good ol' Evergreen Harbor. This is Nikita Crow! She's going to help me show you how to wrangle those pesky N.A.P.s into your control, and shape your world the way you see fit! (Open the Spoiler tags to view images~)
Nikita is a San Myshuno native, so there are lots of things about Evergreen Harbor that are brand new to her. Namely...N.A.P.s! For now she's excited about the possibilities, but...something quickly became glaringly obvious to her.
Turns out, something as innocent as having a friend over for a movie and a chat can wind up meaning missing furniture galore! And just imagine the damage that a whole Welcome Wagon could do. Oh, you thought that was a funny little joke, huh? Nikita doesn't think it's very funny, and I’m willing to wager that your Sims don't either. Why, they could wind up like Nikita here and wake up to a totally empty apartment!
So what in the world made this kind Sim start pilfering all of Nikita's goods? A pesky, no-good N.A.P., that's what! Specifically, we're talking about the "Sharing is Caring" N.A.P. If you'd like to see a full list of all the N.A.P.s and their effects, you can find them here: Carl's Sims 4 Guide
Scrolling down and skimming through the "Sharing is Caring" description, we'll see what the crux of the issue is. The end of the description reads as follows:
"With this initiative, everything you see can be yours. You see something, you take it. No questions asked, no repercussions. Just don't get too attached to anything you already own..."
But let's say that your Sim, much like Nikita, doesn't fancy themselves much of a klepto. So instead, they wind up getting all their stuff stolen, but they don't get to steal stuff themselves! Of course, there's the option...
But! We're good, nice, civilized folks, and we don'tsteal "share." Now, there are a few different ways to get rid of this troublesome N.A.P., but since we don't want to be dirty cheaters (not yet anyway), lets go over the "right" ways to do this.
Repealing N.A.P.s
In-game, your Sim can decide to have a N.A.P. repealed. Note that you can only do this while the voting period is open! So today Nikita is going to start a petition to repeal the infamous "Sharing is Caring" N.A.P.
It's going to take her ten Influence Points, and five, count 'em, five signatures from other Sims to get the job done. The great news is that these signatures can be from any Sim, not just the ones living in your neighborhood! However, you can only collect signatures while in your home neighborhood.
Voila! Now that we've gotten all five signatures, "Sharing is Caring" is officially repealed! But...those silly Sims are stillstealing "sharing" everything in sight! What gives? Well... Even though we successfully repealed the N.A.P., the changes won't take effect until the voting period ends.
Speaking of voting...let's tackle another topic at hand.
NPC Voting
Did you know you can disable NPC voting? Seems to me that most of these local yokels don't have the best taste when it comes to their N.A.P.s. In fact, I'd go as far as to say that their taste in N.A.P.s is downright awful! Sharing is Caring, Roughhousing Encouraged, Free Love and more! This neighborhood's a mess! So how can we stop the other Sims in the neighborhood from voting?
In your "Game Options," there is a section dedicated to Eco Lifestyle. As you can see, there is a simple tick-box available to turn off NPC voting. Easy!
I feel like it's also important to note that whether you have NPC voting turned on or off, so long as your neighborhood already has four active N.A.P.s, a new one cannot be voted in.
But unfortunately my friend, the N.A.P. issues don't end there. We've vanquished the "Sharing is Caring" foe, but what about those other N.A.P.s we don't want? Fortunately, as long as you don't mind being a dirty cheater, there's an easy fix for that.
Dirty Cheating
Repealing N.A.P.s the "right" way is a long process. While you could be dedicating your Sim's time to improving skills or developing friendships, instead you have to take time going out and collecting signatures. And let's not forget what a burden it is if you don't even have enough Influence Points!
Let's try cheating.
Now hear me out! It's not as game-changing or as law-breaking as it may sound. In fact, it's actually quite easy! So let's get right into it.
First things first, make sure that you are on a residential lot of the neighborhood you'd like to change. It can be any residential lot, so long as there is a mailbox present.
Next, we're going to bring up the cheat console by entering "Shift+Ctrl+C" (press all three buttons). Then you will see a white box at the top left corner of your screen, like this:
Then type the following: testingcheats on
...and press "Enter." After this, you should get some text that reads "Cheats are enabled."
Now for the fun part! Let's get into changing and customizing our N.A.P.s as we see fit. Or, alternatively, just getting rid of them altogether.
Hold down "Shift" and then click on your mailbox. You will see an option called "Instant Repeal Neighborhood Action Plan (Cheat)..."
From here, you can instantly repeal any N.A.P. your simming heart desires. No influence points, no signatures, no problem! Just sweet, sweet N.A.P.less neighborhoods. And if you've already disabled NPC voting, new N.A.P.s, of course, won't be voted in! But if you do want some N.A.P.s, you can also cheat-enact some that you like!
Keep in mind that all N.A.P.s do affect your game in one way or another. For example, if you have the "Foodies Unite!" N.A.P. enabled, your Sims will receive Influence Points for cooking (in any style), but you will also notice their sudden, seemingly insatiable need to bake cakes. They could be preparing a totally separate meal and then, suddenly, they need to bake a cake.
Or maybe "Rock Your Body (and Mind)" sounds perfect for your Sim who aspires to be the world's best bodybuilder. They'll be getting Influence Points whenever they work out (among other things). But much like the cake cravings, you'll find that your Sim will sometimes drop everything they're doing just to drop down to the ground and do some impromptu push-ups.
Since we're on that topic (and since @elanorbreton kindly suggested it), let's take a look at some N.A.P.s and the different ways they can affect your Sims (and more often the Sims around them).
N.A.P. Effects
Please note that this list is a work in progress! I will be adding more as I play more with different N.A.P.s. If you know of any, feel free to let me know, and I'll add it to the list! In addition, any question marks are to indicate that I think the action is a result of this N.A.P., but I need to do further testing to make sure.
Keeping all this in mind, I encourage you to play your game however you like -- however it best suits your playstyle! For me that meant going through and customizing each and every neighborhood's N.A.P.s to my liking (with cheats, like the dirty cheater I am). And, personally, I have lots of fun playing different ways for all my different little families. But I can totally understand why someone might not want any N.A.P.s at all!
Just don't enact "Sharing is Caring." Trust me on this one.
...Unless you like screaming at your screen, of course!

Keeping all this in mind, I encourage you to play your game however you like -- however it best suits your playstyle!
